Settings/Input window changes when Controller is plugged in

I have a Mk2/4 USB Controller and am using Ver 2.10.1609.3001 software. I discovered today that the contents of the /Settings/Input window change depending on whether the controller is plugged into the computer or not. The attached screen shots show the Input window when the USB cable is plugged in and when it is not plugged into my laptop.
So, apart from driving me crazy and thinking I'm loosing my mind, the changing windows don't make sense to me. My questions are...
1. Why? Why should I have to unplug the USB cable to change the functionality of one of the inputs (say from Pause Toggle to Pause Push). Why do I not see this step (plugging/unplugging the USB cable) mentioned in any documentation or any Forum discussions?
2. What is Input EXT?
3. Are there any other windows that change when the USB cable is plugged in or unplugged?
4. I assume this "feature" is hardware independent, but just for clarification...Do the Settings windows react the same way with Mk3/9 or Mk3/4 controllers ?
