Help with diy pcb

Hello everybody
I have a problem with my diy pcb I would like to share
I make the copper pcb and connected the components good
And loaded the firmware on pic connected the usb 5 volt to the power
But nothing happen the led didn't blink and the o/p volte across the led leads is .8 volt
Is there any kind of test to check where is the problem

Sorry for such a late reply, we had a short holiday vacation.

Have you followed each step of assembly correctly?
Are all components used? Some users don't use pull-up resistor and that already causes problems.

Thank you for the replay
In this period I try with my self and found the problem it was in the micro controller socket :D
Now I have anther question what is the purpose for the t b-bolck no 12

I try to use it with or without wire the stepper still working and doesn't stop

This screw terminal has no use.
